James R. Poole

James R. Poole is a specialist on behavior disorders and discipline and is the designer of the PASS program. He developed PASS in 1992 to provide an alternative to segregated levels-system approaches to the education of students with behavior disorders. The Houston ISD acknowledged his accomplishments in educating difficult children with the Special Education Teacher of the Year award in 1993. James also received appointments as faculty adviser to Teach for America in 1993–1996 and as lead behavior specialist in Galena Park ISD. As a result of the success of the PASS program, James has been asked to present the PASS approach at area and state conferences on positive approaches to managing the behavior of children with emotional and behavioral disorders.
